Is public health a function of city departments?

Surat city has experienced 23 floods in the last 100 years. In the recent past, Surat city has experienced two resurgent infections post flood period, Plague (1994) and Leptospiriosis (2006 and 2013). Lessons learnt from 1994 and 2006 episodes were used for subsequent post flood public health intervention in 2013.

The case will look at understanding how the situation in 2013 was handled compared to floods in 2006 and 1994. It will trace the evolution of health systems and governance structures over the 1994 – 2013 time period and highlight the key factors that led to these changes. Particular emphasis will be on the factors that brought together a diverse set of stakeholders in building systems that enhance health resilience of the city.

About the Case Author
Sathish Selvakumar is responsible for the Urban Practitioners’ Programme at Indian Institute for Human Settlements (IIHS), Bangalore. In this capacity, he is working on capacity development programmes in partnership with the Ministry of Housing and Urban Poverty Alleviation (HUPA), State Institute for Urban Development (SIUD) Mysore, UNDP and HUDCO. He holds a Masters in Urban Planning from UIUC, USA and B.Arch (Hons) from IIT Kharagpur. His expertise lies in Leadership Development, Capacity Development for Working Professionals, and GIS. He is interested in the study of Vedic Sciences and is looking forward to contributing to the development of the Core Curriculum for Urban Practitioners at IIHS.
