Senior Specialist – Engineering, Planning and Implementation Support For Tamil Nadu Urban Sanitation Support Programme

About TNUSSP
The Dept. of Municipal Administration and Water Supply, Government of Tamil Nadu Municipal (MAWS, GoTN) aims at scaling up access to safe and sustainable sanitation to all its urban areas in the next five years.  Tamil Nadu will be poised to becoming a fully sanitized and healthy state, substantially eliminating open defecation, achieving improvements through the entire sanitation value chain, safely disposing an increasing proportion of its human excreta, and re-using/ recovering resources therefrom. The Bill and Melinda Gates Foundation (BMGF) is supporting GoTN to achieve the Sanitation Mission of Tamil Nadu.  This support shall enable the GoTN in investing resources towards innovative solutions to achieve mission goals.

A Technical Support Unit (TSU) will be set up to be the comprehensive technical arm for the MAWS-GoTN, and will assist in implementation of state-level and city-level initiatives, based on agreed parameters.   In addition, two sub-TSUs will be set up in two select urban locations. Job Description
The Practice Team is responsible for providing cutting-edge and integrated solutions to India’s urban development challenges by bringing together faculty and experts across diverse domains of knowledge and practice; exposing learners to real-life problems and integrating the practice into academics and research.

This is a full time position, in the Practice Team at IIHS based out of Chennai. As part of the Engineering, Planning and Implementation team for TNUSSP, the Senior Specialist will be responsible for the provision of technical and implementation support. The deliverables of this component include:

  • Identification, assessment and design of urban sanitation solutions and innovations;
  • Supporting ULBs and State Government and anchor the preparation of City Sanitation Plans and programs, and Detailed Project Reports for sanitation solutions;
  • Adaptation and testing of toolkits for planning, and benchmarking performance of sanitation systems;
  • Preparation of City Sanitation and Investment Plan including FSM in select urban locations;
  • Preparation of DPRs in two model towns, and in other urban areas of the State as needed;
  • Carrying out pre-feasibility of pilot demonstration projects;
  • Delivering the implementation of sanitation projects on ground, in a timely and efficient manner.

Activities and Tasks
Your responsibilities would include, but not be limited to, the following –

  • Carrying out all activities for the achievement of results in the Engineering, Planning and Implementation Support components;
  • Contributing to the design, data collection and analysis of baseline studies;
  • Undertaking review of existing tools and methods of planning and benchmarking urban sanitation solutions;
  • Interfacing and engaging with Government of Tamil Nadu, clients, partners, communities, institutions, and other stakeholders for TNUSSP at the state and city level;
  • Providing engineering support to the GoTN and ULBs for planning, implementing and monitoring plans and projects for urban sanitation;
  • Providing implementation support to ULBs in pilot projects and other scheme implementation being carried out by them;
  • Developing and implementing actions plans for strengthening of ULBs in urban sanitation, and delivering training programs as needed, in coordination with the Capacity Building team;

Person Specification
The candidate is expected to have:

  • a professional degree in Environmental / Civil Engineering and/or Urban Planning;
  • 8-15 years of relevant experience;
  • prior experience in urban development and sector assessment / pre – feasibility studies and managing construction and building projects, implementation of projects under environmental services is mandatory;

The candidate should have a demonstrable track record of having worked in Urban Development projects. She or he should also have experience of working in multi-disciplinary team; possess good people management skills, and significant competency in project management and use of computer software.   Candidates should also have prior experience of working with Government. Preference will be given to candidates with Tamil language skills, and work experience in Tamil Nadu.

Location
The position is based in Chennai, with frequent travelling to other locations in Tamil Nadu.

Job Description

This is a is a full time position in the Practice Team to be part of the TNUSSP.  The programme Coordinators will report to the Team Leader, TNUSSP.

The Programme Coordinator will provide programme implementation support to partner organizations, including but not restricted to helping with City Sanitation Planning and related activities, assisting in interfacing with City Local Body (Corporation, Municipality, Town Panchayats, etc.),  assisting with development and implementation of demonstration projects, engaging with community groups and private sector, helping streamline studies and other exercises being carried out by the Partner organization, coordinating inputs from other partners, experts, etc., for continuously accelerating and improving the programme’s performance.

Two Program Coordinators shall be recruited – one each to be placed in Trichy and Coimbatore.  For the initial 8 months, the Program Coordinators shall be based out these two locations, and work out of the Partners’ offices. After review, the position may continue in these locations, or change to be based in Chennai.

Activities and Tasks
Your responsibilities would include, but not be limited to, the following –

  1. Assist the Partner Organization in planning and scheduling the key events and processes in preparation of the City Sanitation Plans, and related outputs including selected DPRs, demonstration projects, training, behaviour change and communication, and related activities;
  2. Assist the Partner Organization in systematically interfacing and engaging with ULB Officers, elected leaders, and promoting the priority accorded to sanitation, and septage management while helping the ULB to strengthening its institutional systems and processes of planning, budgeting, financing, monitoring and evaluation;
  3. Assist the Partner Organization in developing, implementing and monitoring the demonstration projects, ensuring securing of land and requisite permissions, the timely execution of projects, and their monitoring and tracking to ensuring best quality standards to be achieved timely;
  4. Coordinating inputs and support from TSU, partner organizations, experts and specialist resources in order to strengthen the Partner Organization’s capacities and delivery of results for the city sanitation improvements;
  5. Assist the Partner Organization in engaging with community groups and private sector, and implementing special studies and initiatives as may be needed from time to time;
  6. Undertake all management activities related to the project, such as preparing the monthly institutional updates, biannual performance reports, financial reporting and forecasting;
  7. Engage in project outreach activities with external stakeholders including identifying potential collaborators, conferences for participation, and other avenues for advancing Project research;
  8. Participate in all activities of Institution-Building at IIHS; carry out tasks as assigned by IIHS; and travel on IIHS work as and when needed;
  9. Carry out other duties as assigned.

Person Specification
The candidate must have Project management, analytical and excellent spoken and written communication skills.  [S]he must demonstrate an ability to engage with and across multiple disciplines, which is central to the work-ethic at the IIHS.  Successful candidates will possess both the desire and capacity to learn and work in a team.

 Required skills and experience:

  • Demonstrated organizational and project management skills, preferably in an Urban or Developmental Sector focused environment;
  • Good writing and quantitative skills;
  • Experience of working with government / donor agencies, NGOs and community groups
  • Current knowledge in Water/Sanitation/Environmental field and/or urban/development sector;

Person Specification
Applicants should hold a Master’s degree (Business Management or other sciences, humanities, engineering or equivalent) with at least five years of professional experience that include project management and/or implementation and advisory support work. A Bachelor’s degree with at least seven years of relevant work experience could also be considered in exceptional cases.

Ideal applicants would have worked in and have interest in areas of Water, Sanitation and urban development, in India and the international context. Hands-on implementation experience working with Government agencies will be considered an asset. Preference will be given to candidates with Tamil language skills, and work experience in Tamil Nadu.

Location
The position for the first 8 months will be based out of Partner’s locations in Trichy and later possibly based in Chennai, with frequent travel to other locations in Tamil Nadu.

 Activities and Tasks

  • Carrying out activities for preparing, updating and implementing the Behaviour Change and Communication component activities of the TNUSSP;
  • Anchoring the preparation of a comprehensive multi-media communication plans targeted to multiple segments (including but not restricted to different socio-economic groups, public sector, private sector, and other segments);
  • Contributing to the design, data collection and analysis of baseline studies to elicit data for developing and refining communication strategies (including but not restricted to segmentation, consumer awareness and preferences, psychographics, positioning and promotional strategies, etc.);
  • Facilitating and guiding the preparation of various communication materials, in multiple languages especially in English and Tamil;
  • Helping the State and ULBs, and other stakeholders, develop and implement strategies and action plans using multiple media, including community-based promotion;
  • Providing Facilitation and handholding support for communication campaign roll out at the state and ULB levels;

Manager – Placements, Internships and Career Support

About the Urban Fellows Programme (UFP)
India’s urban transition is unprecedented in scale and complexity. Within it lie both the opportunities of increased economic growth and employment as well as the challenges of persistent inequality, extreme deprivation and environmental degradation.   IIHS has launched the Urban Fellows Programme to educate and influence the shaping of this transition.  The Urban Fellows Programme (UFP) is a fully funded, nine-month, full-time, inter-disciplinary fellowship for recent graduates and young professionals from varied educational backgrounds or practice domains. The UFP 2016-17 will be based out of the IIHS Bangalore City Campus. The first batch of 35 Fellows will start in August 2016 and graduate in May 2017.

Job Description
This position will be part of the People function at IIHS, with the responsibility of delivering multi-sector placements, successful internships, and effective career development support for students graduating from IIHS, starting with the Urban Fellows Programme. The incumbent will be responsible for developing the placement and career support system, including creating a database of suitable organizations and institutions where IIHS students can potentially find full time employment and internships, reaching out and establishing relationships, and conducting regular interactive events; as well as providing support to students by advising in selecting career paths, preparing application packs, and supporting with interviews; etc. The candidate should be able to carry out market research and intelligence initiatives to identify and track placement opportunities.

This position involves regular interaction with IIHS teams, learners, advisors, and network partners to identify and engage with potential employer segments including those in private sector, public sector, consulting firms, bilateral and multilateral agencies, think tanks, development sector organizations, NGOs and others.

IIHS is commencing on its first Urban Fellows Programme for 35 learners. The selected candidate will have to start work as soon as possible to operationalize the currently agreed internship arrangements, as well as to provide placement support for the batch.

Activities and Tasks
The Manager – Placements, Internships and Career Support will be expected to provide career development support, ensure successful internships, and deliver full-batch placements for students of IIHS. Specifically, the incumbent will:

  • Conduct formal and informal market research, gather market intelligence on the urban sector; develop new opportunities to generate placements nationally and internationally;
  • Create and maintain a database of suitable organizations and institutions where IIHS students can potentially find full time employment and internships; establish and strengthen links with all such potential employers across diverse segments;
  • Create and maintain online and offline content for placements and internships viz., placement brochures and handbooks, employer profiles and information packs, and other materials for staff, students and employers;
  • Organize and conduct pre-placement sessions for outgoing students and de/briefings for interns;
  • Assess prospective employer requirements, problems and enquiries and resolve them in a timely and effective manner; draw prospective employers into the IIHS placement process, make arrangements for hosting selection events and interviews on & off campus as required;
  • Coordinate with experts and potential employers, inviting them for guest lectures and presentations through the year in consultation with the Academics & Research team; arrange various interdisciplinary workshops to benefit students and potential employers;

Structure and Reporting
This position reports to the Chief People Officer at IIHS and involves collaborating effectively with a diverse group of internal teams and external faculty/organizations, and students.

 Person Specification
Applicants should have an MBA, or a Masters in Business, Psychology, Human Resources, or other related fields, with work experience of at least 8 years in the area of Placements in any educational institution or training organization. A proven track record of effective Placement delivery, along with experience in setting up robust and scalable Placement processes, is a must for this positon. Exposure to working in the Urban Planning or Development Sector educational space would be an added advantage.

This position requires a motivated individual with the initiative and drive to identify and target multi-sectoral employment opportunities to ensure placements for increasing numbers of IIHS graduates every year. Strong communication, inter-personal and organizational skills are essential along with the ability to multi-task and prioritize according to the needs of the organization.

Excellent presentation skills, along with proficiency in using Microsoft Office, is a must for this role; familiarity with the use of digital and social media is desirable.

Manager - Academics

About the Urban Fellows Programme
The Urban Fellows Programme (UFP) is one of IIHS’ flagship programmes, seeking to equip, nurture, and prepare a generation of graduates and young professionals committed to the common good, who can act as change-makers and entrepreneurs to address India’s complex urban challenges. UFP admits recent graduates and young professionals under 30 from diverse disciplinary backgrounds for nine-months in a full-time mode and prepares them for a career in urban practice. The programme has a strong focus on integrating theory and practice. The first set of 30 Fellows started in August 2016 will graduate in May 2017.

Job Description
The Manager – Academics will anchor multiple aspects of managing and delivering the UFP working with the UFP faculty, staff and institutional resources at IIHS, ranging from admissions, pastoral care, managing learning expectations and monitoring learning trajectories, coordinating internships and placements, course delivery, faculty support, documentation and evaluation and establishing productive institutional linkages. The ideal candidate would be excited about and responsible for helping build and deliver a new interdisciplinary program in the urban sphere, by supporting the faculty and other IIHS staff members involved. The candidate would also be responsible for working with young learners, and will work closely with the course directors to ensure smooth delivery.

Applicants should have at least 8 years (or equivalent) of experience in related domains and will be able to demonstrate their enthusiasm for and credentials on undertaking excellent administration related tasks. The ideal candidate would have prior experience in any of the following: academic administration at any public or private university or other academic institution, operational experience managing a Fellowship programme or other teaching/ learning experience, teaching or training or counseling experience. The applicant should be comfortable working in a dynamic, interdisciplinary environment and be able to work across teams and manage multiple deadlines.

Activities and Tasks
The responsibilities would include, but not be limited to, the following:

  • Managing all aspects of the day-to-day running and management of the UFP from outreach and admissions to managing different aspects of the teaching-learning environment to internships and placements;
  • Working closely with faculty members and the IIHS operational team to ensure the smooth functioning of the Academics;
  • Understanding student expectations and requirements, assisting with faculty mentoring, skill development, documentation and evaluation processes;
  • Supporting the content delivery process which includes classroom based learning, immersion visits to different Indian cities, a Bangalore-based Practica, skill labs, and master classes;
  • Building as well as supporting to deliver the calendar of activities and experiences for the Fellows, in order to aid them through their learning journey;
  • Working with Fellows to match them to internship opportunities within IIHS and outside;
  • Liaising with the Outreach team throughout the year to develop outward facing materials, Fellow testimonials, image and video documentation of various events;
  • Building processes to manage the subsequent rounds of the relevant Academic Programme, including systematic outreach efforts in colleges across India as well as among other stakeholders and influencers;

Job Description
The position will be part of the Urban Practitioners’ Programme (UPP) Team at IIHS. The UPP Team is responsible for providing cutting-edge short courses to professionals/students, largely in the urban development sector, by bringing together faculty and experts across diverse domains of knowledge and practice; exposing learners to real-life problems; and integrating the practice into academics and research.

The Senior Specialist – Capacity Building (Water & Sanitation) will be responsible for leading content development, course delivery, business development, client management, project management, and team development for a variety of training and capacity building initiatives related to water and sanitation under the Atal Mission for Rejuvenation and Urban Transformation (AMRUT) and other ongoing urban missions.

This is a paid contractual position with a competitive salary, annually renewable up to a maximum period of three years and then up for renegotiation based on mission requirements. The candidate is expected to join at the earliest and the search shall remain open until the position is filled.

Activities and Tasks
The Senior Specialist – Capacity Building (Water & Sanitation) will be expected to:

  1. Achieve programme objectives such as learner reach, net revenue and training impact for the portion of the UPP portfolio that they will manage and be responsible for.
  2. Anchor programme development, project management, capacity needs assessment and delivery of capacity building programmes for National Missions with a key focus on AMRUT.
  3. Manage the support team for content development and the outreach team for networking with a host of sectoral experts/guest faculty, and lead them towards achieving the objectives mentioned above.
  4. Coordinate with other support teams in the Institute to work towards creating best in class learning experiences for the learners.
  5. Teach in capacity building programmes for Urban Missions by using sectoral expertise along with a variety of pedagogical approaches (case studies, field visits, peer-led discussions, problem based learning, flipped classrooms etc.) based on Mission requirements.
  6. Contribute to the cross-learning that UPP can bring about for the Research and Practice teams at IIHS. Undertake research and write on subject areas as required.
  7. Coach team members and make them successful in their assigned tasks.
  8. Frequently travel for training and capacity building assignments as and when required.
  9. Provide support to other IIHS functions, including academics, research and operations.
  10. Participate in all activities of Institution-building at IIHS; carry out tasks as assigned by IIHS; and travel on IIHS work within or outside the country as needed.

Structure and Reporting
This position reports to the Head of the Urban Practitioners’ Programme. Additionally, the position involves collaborating effectively with a diverse group of individuals and personalities including a team of senior and junior specialists in capacity building, internal and external faculty, support staff and UPP interns.

Person Specification
The candidate is required to possess an advanced masters or doctoral degree in Environmental/ Civil Engineering and/or Urban Planning or related disciplines with at least 10 years of relevant work experience. Prior experience in teaching, training or capacity building is mandatory.

The candidate should have a demonstrable track record of capacity building programmes with content development and delivery experience. Candidates are expected to have work experience and understanding of water supply, sanitation and storm water drainage systems. She or he should also have experience of: – a) working in multi-disciplinary teams, b) good people management skills, c) significant competency in project management d) instructional design & facilitation and e) IT skills.

Language skills in English and Hindi are desirable. Candidates with knowledge of a third regional language for communication shall be accorded preference.

Location
The position is based in Bengaluru with frequent travelling to other locations in India.

Job Description
As part of IIHS’ detailed legal work, we are looking for Law Associates in our Delhi and Bengaluru offices. The Associate will devote significant amount of her/his time to:

Legal Support: Assist with law, contract drafting and contract management, documentation support, institutional process drafting, assistance with legal memos and opinion writing and related support as applicable.

Research: Assist with research and academic work on aspects of urban law and policy, as relevant to IIHS.

Person Specification
We are looking for bright and enthusiastic lawyers with at least an LL.B degree and preferably with 2-3 years of work experience in related areas with:

Assistant – Outreach (Business Development)

Job Description
The position will be part of the Urban Practitioners’ Programme (UPP) Team at IIHS. The UPP Team is responsible for providing cutting-edge short courses to professionals/students, largely in the urban development sector, by bringing together faculty and experts across diverse domains of knowledge and practice; exposing learners to real-life problems, and integrating practice into academics and research.

As part of the UPP Team, the Assistant – Outreach will be responsible to support for business development activities by researching and identifying market segments, creating outreach plans, running campaigns and meeting the course specific learner count and revenue targets.

Activities and Tasks
The responsibilities would include, but not be limited to, the following:

  • Achieving marketing and sales operational objectives by contributing marketing and sales information and recommendations to strategic plans and reviews; and taking action to meet planned targets;
  • Improving product marketability and profitability by researching, identifying, and capitalizing on market opportunities, improving product packaging and coordinating new product development;
  • Sustaining a rapport with key accounts by making periodic visits, exploring specific needs and anticipating new opportunities;
  • Providing information by collecting, analyzing data and trends;
  • Establishing new leads by cold calling, visits, email marketing etc.
