Senior Associate/Consultant – Community Organiser

Job Description
The position will be housed in the Academics and Research programme at IIHS. The role is to build IIHS’ internal capacity to support community organizing, mobilizing and advocacy around housing rights. The position is expected to set up institutional systems for the same within IIHS and be embedded in specific low-income housing communities to build relationships and structures at the community level.

The candidate will, outside this primary location, be expected to be involved in the full range of activities at IIHS. The candidate will thus also be expected to be part of IIHS’ teaching programmes, its public conferences and convenings, as well as its capacity building programmes through executive education and short courses.

Structure and Reporting
The Senior Associate/Consultant will report to the Lead, Academics and Research.

Person Specification
Applicants should have at least 5 years of experience in community activism, advocacy and mobilizing. A deep familiarity with low-income housing settlements in Delhi is essential, as is fluency in written and spoken Hindi. There are no pre-requisites for formal education.

Research Assistant: Housing and Informality

Job Description
The Research Assistant – Housing & Informality will be housed in the Academics and Research programme at IIHS. The position will support research and practice on housing at IIHS. Specifically, the Research Assistant position will help anchor research on housing and informality as part of a three-year research project to understand incremental housing, its relationship with formal planning and regulation, and its role in shaping Indian cities. The research requires immersive, long-term ethnographic work in informal settlements in Delhi, Bangalore and Hyderabad, with strong writing outputs at the end. It will offer an opportunity for deeply grounded fieldwork as well as conceptual reflection and writing for the candidate in issues of housing, informality, southern urbanism, and urban and planning theory.

Apart from this primary research, the position is expected to be involved in the full range of activities at IIHS. The candidate will thus also be expected to be part of IIHS’ teaching programmes, its public conferences and convenings, as well as its capacity building programmes through executive education and short courses.

Structure and Reporting
The Research Assistant – Housing and Informality will report to the Lead – Academics and Research at IIHS.

Person Specification
Applicants should hold at least a Master’s degree in a relevant field (urban studies, planning, anthropology, sociology, development studies, among others), with proven research histories.  More importantly, applicants must have experience in being part of previous ethnographic or qualitative research projects and be capable of independent field work. Publications would be a strong additional feature of any application.

Knowledge of English and either Hindi, Kannada, Tamil, or Telugu is essential and needs to be at a level of fluency in writing and speaking for both languages.

Senior Specialist – Engineering, Planning and Implementation Support For Tamil Nadu Urban Sanitation Support Programme

About TNUSSP
The Dept. of Municipal Administration and Water Supply, Government of Tamil Nadu Municipal (MAWS, GoTN) aims at scaling up access to safe and sustainable sanitation to all its urban areas in the next five years.  Tamil Nadu will be poised to becoming a fully sanitized and healthy state, substantially eliminating open defecation, achieving improvements through the entire sanitation value chain, safely disposing an increasing proportion of its human excreta, and re-using/ recovering resources therefrom. The Bill and Melinda Gates Foundation (BMGF) is supporting GoTN to achieve the Sanitation Mission of Tamil Nadu.  This support shall enable the GoTN in investing resources towards innovative solutions to achieve mission goals.

A Technical Support Unit (TSU) will be set up to be the comprehensive technical arm for the MAWS-GoTN, and will assist in implementation of state-level and city-level initiatives, based on agreed parameters.   In addition, two sub-TSUs will be set up in two select urban locations. Job Description
The Practice Team is responsible for providing cutting-edge and integrated solutions to India’s urban development challenges by bringing together faculty and experts across diverse domains of knowledge and practice; exposing learners to real-life problems and integrating the practice into academics and research.

This is a full time position, in the Practice Team at IIHS based out of Chennai. As part of the Engineering, Planning and Implementation team for TNUSSP, the Senior Specialist will be responsible for the provision of technical and implementation support. The deliverables of this component include:

  • Identification, assessment and design of urban sanitation solutions and innovations;
  • Supporting ULBs and State Government and anchor the preparation of City Sanitation Plans and programs, and Detailed Project Reports for sanitation solutions;
  • Adaptation and testing of toolkits for planning, and benchmarking performance of sanitation systems;
  • Preparation of City Sanitation and Investment Plan including FSM in select urban locations;
  • Preparation of DPRs in two model towns, and in other urban areas of the State as needed;
  • Carrying out pre-feasibility of pilot demonstration projects;
  • Delivering the implementation of sanitation projects on ground, in a timely and efficient manner.

Activities and Tasks
Your responsibilities would include, but not be limited to, the following –

  • Carrying out all activities for the achievement of results in the Engineering, Planning and Implementation Support components;
  • Contributing to the design, data collection and analysis of baseline studies;
  • Undertaking review of existing tools and methods of planning and benchmarking urban sanitation solutions;
  • Interfacing and engaging with Government of Tamil Nadu, clients, partners, communities, institutions, and other stakeholders for TNUSSP at the state and city level;

The candidate should have a demonstrable track record of having worked in Urban Development projects.   • Contributing to the design, data collection and analysis of baseline studies to elicit data for developing and refining communication strategies (including but not restricted to segmentation, consumer awareness and preferences, psychographics, positioning and promotional strategies, etc.);

Job Description

  1. Managing the Team Leader’s schedule of work, and that of other key Team members’ as advised by the Team Leader, by planning and scheduling meetings, conferences, tele-conferences, work-sessions, travel, and so on

    1. Responding to stakeholders in the normal course of communications

Manager / Senior Manager – Talent Acquisition

Job Description
The position will be part of the People function at IIHS, and will be responsible for designing, driving and implementing strategies related to the Talent Acquisition needs of the Institution.

The position will involve collaborating effectively with people at all job levels and interacting with a diverse group of individuals and personalities to ensure the achievement of functional and organizational goals.

Activities and Tasks
Your responsibilities would include, but not be limited to, the following –

  • Workforce planning for the institution keeping in mind both short term operational requirements and long term strategic needs and tracking of the annual manpower budget;
  • Designing and implementing innovative but effective recruitment strategies to cater to the diverse and niche talent needs of the institution by using required online and offline channels
  • Partnering with Line managers to advise on and manage end-to-end recruitment at all levels;
  • Leading and conducting full life cycle recruitment including sourcing, pre-screening, pre-interview phone screening for Line managers; scheduling of interviews; post-selection discussions, salary fitment, negotiation and closure;
  • Sending offer letters to selected candidates and initiating the on-boarding process;

Person Specification
Applicants should have a Master’s degree in Business Administration (MBA) with a specialization in HR and work experience of 7-10 years in the HR function, ideally in a Talent Acquisition role, at any professional organization. An academic background or exposure to working in an organization involved in education or training would be an added advantage.

Strong listening, communication and interpersonal skills are essential for this position, as well as the ability to creatively design processes that achieve their objective without losing alignment with the culture of the organization. The applicant must have a proven ability to independently plan and execute initiatives within deadlines.

Proficiency in Microsoft Office, including Word, Excel and PowerPoint is a must, as also proficiency in the use of digital and social media to achieve functional objectives. Prior exposure to (and ideally participation in) the ERP implementation of recruitment and other HR modules would be a strong added advantage.

Geographic Information Systems Software Engineer – Geospatial Lab

About Geospatial Lab
The Geospatial Lab is the centre for spatial research, consulting and capacity building activities at IIHS. It cuts across programmes and teams integrating spatial technology and methods such as GIS, remote sensing, spatial modeling and web services into practice and consulting services as well as inter-disciplinary research. Its location in the IIHS ecosystem makes the Lab uniquely placed to offer customised project design and delivery, on the one hand, and institutional support, capacity building, training and teaching to a diverse range of learners on the other. As it grows, the Lab plans to become a national hub for geo-spatial sciences and technology that combines technological innovation and process expertise with inter-disciplinary knowledge generation.

Job Description
This position will be responsible for supporting the ongoing research, practice, teaching and capacity building programmes at the Geospatial lab.

Activities and Tasks
The responsibilities would include, but not be limited to, the following:

  • Leading and developing new methods using machine learning and cloud computing for advanced geospatial analytics and decision making;
  • Working on potential areas of research such as mapping urban areas, land administration, climate change, disaster risk and related fields;
  • Ideating and developing a platform for crowd sourcing geospatial data and supervised machine learning;
  • Developing customised web, desktop and mobile based GIS and non-GIS applications to expand the labs’ services globally;
  • Assisting in assessing IT and GIS systems and in developing improved systems of acquisition, processing, and data storage; their transactions and production of relevant outputs; assessing and supporting the improvement of processes & user-interface (both internal and external) used in different states;
  • Developing tools and scripts for automating existing processes in proprietary and open source GIS software;
  • Translating the experiences from practice into knowledge to contribute to research. This would include publication of journal articles, working papers, case studies, etc.;
  • Assisting in teaching, content development and course delivery for training and capacity building initiatives by using sectoral expertise along with various pedagogical approaches;
  • Engaging with government officials and other relevant stakeholders in select states on the above aspects;
  • Participating in other activities of IIHS, including those related to academics, research and operations.

Structure and Reporting
The Software Engineer – Geospatial Lab will report to the Senior Associate – Geospatial Lab at IIHS and collaborate effectively with a diverse group of internal teams and external faculty/organisations, and students.

Person Specification
This role is an opportunity for a person with minimum experience of two years in Computer Science, possessing an extremely sound understanding of areas in the basic areas of Computer Science such as Algorithms, Data Structures, Object Oriented Design and Databases.

Other qualifications required for this role, include:

  • Bachelor’s degree in Computer Science or Engineering or related fields;
  • Expertise in any of the programming languages such as – Java, PHP, Python, SQL, JavaScript, HTML, CSS etc.; Web Servers such as Apache, MySQL, Geoserver, etc.; Databases like PostgreSQL, PostGIS and MS-Access; statistical packages such as R, open source geospatial software and mapping tools like QGIS, Mapbox, Leaflet, and CARTO;
  • Experience in handling server data and assigning privileges to users to access the data from server;
  • Experience in implementing MVC architecture for web and desktop applications using opensource software, experience in UI design using Opensource frameworks like Bootstrap and Jquery;
  • Good analytical skills and high degree of proficiency in database and other MS Office applications;
  • Project management skills, report writing and attention to detail;
  • Taking initiatives and having the drive to take on tough challenges, enjoy travel, have good inter-personal communication skills, and be comfortable in working in highly inter-disciplinary teams;

India’s urban transition is unprecedented in scale and complexity. Practice Associate – Urban Risk & Resilience

Job Description
This Practice Associate – Urban Risk & Resilience will be housed in the Practice Programme. The position seeks a person whose research interests broadly align with issues of urban risk and exposure, vulnerability, institutional and local coping capacities, particularly in the context of Indian policy context. This candidate will be expected to join the on-going research on disasters risk resilience and climate risk, particularly the research on socio-economic and political implications of extreme events in coastal and hilly areas. There will be engagement with multiple projects focusing on assessing preparedness of several select second-tier cities in India, some particularly focusing on tsunami risk and engaging with models and scenarios, assessing the implications of political economy of the decision-making processes. There will be opportunities for the candidate to engage with other cross-sectoral research work, particularly with housing and economic development. More detailed duties will be shared with the interested applicants.

Activities and Tasks
The responsibilities would include, but not be limited to, the following:

  • Supporting the team in managing projects on risk and resilience through its interim and cyclical progress reviews;
  • Supporting and conducting field work in India (across multiple cities in India), engaging and interviewing various key stakeholders and community groups;
  • Supporting research outputs;
  • Providing project support including keeping minutes, organizing contacts, financial planning, preparing letters, presentations and reports and coordinating logistics;
  • Communicating regularly with the project team, the host organization and any partners/funders;
  • Organising consultations and workshops as required by the projects;
  • Other duties as assigned.

Structure and Reporting
The Practice Associate – Urban Risk & Resilience will report to the Consultant – Practice at IIHS and collaborate effectively with a diverse group of internal teams.

Person Specification
Applicants should hold a masters in a relevant field (geography, development studies, public policy, urban studies, economics, sociology, anthropology, among others), with a proven research and publication record in or across disaster risk reduction, urban studies, poverty, economic and human development, and at least one publication in a noted peer-reviewed academic journal. Relevant work experience of 4-7 years is expected. Ideal applicants will have experience of leading or being part of field research projects in Indian cities. Professional experience may include fieldwork, research and writing, teaching and/or consulting work. The candidate must demonstrate an ability to engage with and across multiple disciplines central to the IIHS.

Other skills required for this role, include:

  • Demonstrated research and consulting skills in an urban focused environment;
  • Excellent knowledge of survey design and experience in primary fieldwork, particularly within socially sensitive environments;
  • Demonstrated attention to detail;
  • Knowledge of GIS is an asset;
  • Excellent communication, relationship management, and interpersonal skills;
  • Experience with the research community is an asset;
  • Expertise in using MS Office (Excel, Word, PowerPoint, etc.)
  • Able to work individually or in a team, in a fast paced, dynamic environment; and
  • Able to work flexible hours from time to time.

Working knowledge of English and at least one Indian language is necessary. Knowledge of Odiya, Telugu and Kannada may get preference.

Consultant - Research (SDSN Project)

About SDSN
Sustainable Development Solutions Network (SDSN) Association was set up in March 2014 as an independent 501 3 (c) organization to support the UN Sustainable Development Solutions Network (SDSN), which has been operating since 2012 under the auspices of the Secretary-General of the United Nations. The SDSN mobilizes research, academia, the private sector and civil society to promote the Sustainable Development Goals (SDGs) and implement the Paris Climate Agreement. The SDSN secretariat has offices in New York and Paris hosted by SDSN Association and SDSN Association Paris, respectively.  The SDG Academy is the online education initiative of SDSN.

Job Description
The position Consultant- Research will be housed in the SDSN Project at IIHS. The role will work directly with the SDSN Team leader and will constitute of the following responsibilities:

  • Drafting of key policy and academic documents on the SDGs;
  • Analysis of data and trends focusing on SDG achievement across the world, and amongst Indian states;
  • Coordination and backstopping of cross-institutional research projects on SDG related matters;
  • Analysis and reporting on the role of ICT in achieving the SDGs, focusing on the role of technology in education, health and other social outcomes;
  • Costing, budget and financing analysis on the SDGs;
  • Support to the broader SDSN research portfolio as needed;
  • Coordination/communication/other support to the team leader as needed;
  • Policy briefs and newsletters for internal and external circulation;

Any other tasks and responsibilities as required by the SDSN Project.

The Consultant will report to the Team leader, SDSN Project.

Person Specification
Applicants should hold at least a Master’s degree a relevant field (economics, development, environment studies, education, anthropology, sociology, among others).  Strong quantitative skills are a must. The Applicant must be proficient in MS Office; knowledge of statistical packages like STATA is preferred. High fluency in written and spoken English is a must; knowledge of one other Indian language is essential; comfort in one of the UN official languages is desirable.
