Senior Specialist – Engineering, Planning and Implementation Support For Tamil Nadu Urban Sanitation Support Programme

About TNUSSP
The Dept. of Municipal Administration and Water Supply, Government of Tamil Nadu Municipal (MAWS, GoTN) aims at scaling up access to safe and sustainable sanitation to all its urban areas in the next five years.  Tamil Nadu will be poised to becoming a fully sanitized and healthy state, substantially eliminating open defecation, achieving improvements through the entire sanitation value chain, safely disposing an increasing proportion of its human excreta, and re-using/ recovering resources therefrom. The Bill and Melinda Gates Foundation (BMGF) is supporting GoTN to achieve the Sanitation Mission of Tamil Nadu.  This support shall enable the GoTN in investing resources towards innovative solutions to achieve mission goals.

A Technical Support Unit (TSU) will be set up to be the comprehensive technical arm for the MAWS-GoTN, and will assist in implementation of state-level and city-level initiatives, based on agreed parameters.   In addition, two sub-TSUs will be set up in two select urban locations. Job Description
The Practice Team is responsible for providing cutting-edge and integrated solutions to India’s urban development challenges by bringing together faculty and experts across diverse domains of knowledge and practice; exposing learners to real-life problems and integrating the practice into academics and research.

This is a full time position, in the Practice Team at IIHS based out of Chennai. As part of the Engineering, Planning and Implementation team for TNUSSP, the Senior Specialist will be responsible for the provision of technical and implementation support. The deliverables of this component include:

  • Identification, assessment and design of urban sanitation solutions and innovations;
  • Supporting ULBs and State Government and anchor the preparation of City Sanitation Plans and programs, and Detailed Project Reports for sanitation solutions;
  • Adaptation and testing of toolkits for planning, and benchmarking performance of sanitation systems;
  • Preparation of City Sanitation and Investment Plan including FSM in select urban locations;
  • Preparation of DPRs in two model towns, and in other urban areas of the State as needed;
  • Carrying out pre-feasibility of pilot demonstration projects;
  • Delivering the implementation of sanitation projects on ground, in a timely and efficient manner.

Activities and Tasks
Your responsibilities would include, but not be limited to, the following –

  • Carrying out all activities for the achievement of results in the Engineering, Planning and Implementation Support components;
  • Contributing to the design, data collection and analysis of baseline studies;
  • Undertaking review of existing tools and methods of planning and benchmarking urban sanitation solutions;
  • Interfacing and engaging with Government of Tamil Nadu, clients, partners, communities, institutions, and other stakeholders for TNUSSP at the state and city level;
  • Providing engineering support to the GoTN and ULBs for planning, implementing and monitoring plans and projects for urban sanitation;
  • Providing implementation support to ULBs in pilot projects and other scheme implementation being carried out by them;
  • Developing and implementing actions plans for strengthening of ULBs in urban sanitation, and delivering training programs as needed, in coordination with the Capacity Building team;

Person Specification
The candidate is expected to have:

  • a professional degree in Environmental / Civil Engineering and/or Urban Planning;
  • 8-15 years of relevant experience;
  • prior experience in urban development and sector assessment / pre – feasibility studies and managing construction and building projects, implementation of projects under environmental services is mandatory;

The candidate should have a demonstrable track record of having worked in Urban Development projects. She or he should also have experience of working in multi-disciplinary team; possess good people management skills, and significant competency in project management and use of computer software.   Candidates should also have prior experience of working with Government. Preference will be given to candidates with Tamil language skills, and work experience in Tamil Nadu.

Location

 Activities and Tasks

  • Anchoring the preparation of a comprehensive multi-media communication plans targeted to multiple segments (including but not restricted to different socio-economic groups, public sector, private sector, and other segments);
  • Contributing to the design, data collection and analysis of baseline studies to elicit data for developing and refining communication strategies (including but not restricted to segmentation, consumer awareness and preferences, psychographics, positioning and promotional strategies, etc.);
  • Facilitating and guiding the preparation of various communication materials, in multiple languages especially in English and Tamil;

Job Description

Activities and Tasks

  1. Managing the Team Leader’s schedule of work, and that of other key Team members’ as advised by the Team Leader, by planning and scheduling meetings, conferences, tele-conferences, work-sessions, travel, and so on

Senior Manager – Finance & Accounts

Job Description
Reporting to the Chief Financial Officer (CFO), the Senior Manager – Finance & Accounts, will be responsible for overseeing of all finance, accounting and reporting activities. The candidate will be involved in supporting presentations to the board’s finance and audit committees and will work closely with the senior leadership team.

The position will lead all day-to-day finance operations and supervise a team of staff members. It will hold functional responsibility over accounting, accounts payable, accounts receivable, payroll, and grants administration. The position will also be responsible for ensuring that the systems and procedures are in place to support effective programme implementation and conducting flawless audits. The candidate will work closely with Programme leaders and their staff, not only to educate them regarding finance and accounting procedures, but also to explore how the finance function can support operations programme.

In addition, the role will partner with the CFO, Senior Leadership, the Human Resources (HR) and Information Technology (IT) staff to enhance and better integrate Finance, HR, and IT functions.

Activities and Tasks
The responsibilities would include, but not be limited to, the following:

  • Overseeing all accounts, ledgers, and reporting systems ensuring compliance with appropriate GAAP standards and regulatory requirements;
  • Maintaining internal control and safeguards for receipt of revenue, costs, and programme budgets and actual expenditures;
  • Coordinating all audit activity;
  • Consistently analyzing of financial data and presenting financial reports in an accurate and timely manner; clearly communicate monthly, quarterly, and annual financial statements; monitor progress, changes and keep senior leadership abreast of the financial status;

Structure and Reporting
The Senior Manager – Finance & Accounts will report to the Chief Financial Officer (CFO) at IIHS and collaborate effectively with a diverse group of internal teams and external faculty/organizations, and students.

Person Specification
This role is an extraordinary opportunity for a mature leader with a few years of accounting and finance experience, ideally beginning in accounting and audit, followed by experience in gathering, evaluating, presenting and reporting financial information to executive teams and external stakeholders.  The candidate will ideally have experience in a complex nonprofit that has multiple programmes.

Other qualifications required for this role, include:

  • A minimum qualification of CA with a few years’ work experience;
  • Solid experience coordinating audit activities and managing reporting, budget development and analysis, accounts payable and receivable, general ledger, payroll, and accounting for investments;
  • A track record in grants management; experience in compliance and reporting of government, corporate and foundation grants is essential;
  • Technology savvy with experience in selecting and overseeing software installations and managing relationships with software vendors; advanced knowledge of accounting and reporting software;
  • Commitment to recruiting, mentoring, training, and retaining a diverse team, with a foresight and ability to delegate accordingly;
  • Keen analytic, organization and problem solving skills which allows for strategic data interpretation versus simple reporting;
  • Strong interpersonal and communication skills; experience in effectively communicating key data, including presentations to senior management, board or other outside partners;
  • Ability to translate complex financial concepts to individuals at all levels including finance and non-finance managers.

Manager / Senior Manager – Learning & Development

Job Description
Learning & Development (L&D) is a strategically important function at IIHS. The Manager/ Senior Manager – L&D will be responsible for developing and implementing an organization-wide Learning & Development strategy that facilitates and drives individual development and capacity building in line with institutional requirements.

The position will involve collaborating effectively with people at all job levels and interacting with a diverse group of individuals and personalities to ensure the achievement of individual, functional and organizational goals.

Activities and Tasks
Responsibilities would include, but not be limited to, the following:

  • Conducting Training Needs Analysis using both structured and informal methods to capture requirements across the institution; identifying current and future developmental needs at the individual level, and capacity building requirements at the institutional level;
  • Conceptualizing innovative and flexible methods to address the developmental and capacity building needs identified, including identification of external training programs and conferences, the design and delivery of in-house training sessions, enrollment in online learning programs, mentoring, self-learning, and other methods as appropriate;
  • Drawing up a comprehensive L&D Plan based on the developmental needs and methods identified;
  • Driving and facilitating the implementation of the L&D Plan to ensure smooth execution with effective outcomes; providing thought leadership around program design and delivery;
  • Monitoring and evaluation of both structured and informal methods used; making continuous improvements in the approach, process and methods as appropriate;

An integral part of the People Function at IIHS, the Manager/ Senior Manager – Learning and Development will report to the Chief People Officer and will be expected to work in close cooperation with other members of the People team. The mentoring and coaching of younger team members would also be an intrinsic part of the role.

Person Specification
The candidate should possess a Master’s degree in Organizational Design, Educational or Organizational Psychology, Business Administration (MBA) with a specialization in HR, or any other relevant degree.

Must have at least 8 years of relevant experience and a good understanding of L&D systems and processes, instructional design, content development, training delivery, and evaluation of training effectiveness. Exposure to working in an organization involved in education or training would be an added advantage.

Other qualifications required for this role include:

  • High quality written and verbal communication skills, strong listening skills;
  • Excellent interpersonal skills and a demonstrated ability to interact with all levels in the organization;
  • Demonstrated success in implementing innovative training techniques and learning technologies, in multiple areas including managerial and leadership development areas;

Manager – Placements, Internships & Career Support

The Urban Fellows Programme (UFP)
India’s urban transition is unprecedented in scale and complexity. Within it lie both the opportunities of increased economic growth and employment as well as the challenges of persistent inequality, extreme deprivation and environmental degradation. IIHS has launched the Urban Fellows Programme to foster a new generation of urban practitioners and change makers, to become part of shaping this transition. The Urban Fellows Programme (UFP) is a fully funded, nine-month, full-time, inter-disciplinary fellowship for recent graduates and young professionals from varied educational backgrounds or practice domains. The UFP 2017-18 will be based out of the IIHS Bangalore City Campus. The fellowship will begin in August 2017 and end in May 2018.

Job Description
This position will be responsible for delivering multi-sector placements, internships, and effective career development support for IIHS graduates, starting with the Urban Fellows Programme.

The incumbent will be responsible for developing the placement and career support system, including creating a database of suitable organizations and institutions where IIHS graduates can potentially find full time employment and internships, reaching out and establishing relationships, conducting interactive events; as well as providing support to graduates by advising in selecting career paths, preparing CVs, and supporting with interviews; etc. This will involve in-depth interaction with IIHS faculty, learners, advisors, and institutional networks to identify and engage with potential employers such as think-tanks, development sector organisations, NGOs, public sector, private sector, academic institutions, Government organisations, consulting firms and other organisations. Market research and intelligence initiatives to identify and track fresh placement opportunities will also be part of the job.

Practice Associate – Urban Risk & Resilience

Job Description
This Practice Associate – Urban Risk & Resilience will be housed in the Practice Programme. The position seeks a person whose research interests broadly align with issues of urban risk and exposure, vulnerability, institutional and local coping capacities, particularly in the context of Indian policy context. This candidate will be expected to join the on-going research on disasters risk resilience and climate risk, particularly the research on socio-economic and political implications of extreme events in coastal and hilly areas. There will be engagement with multiple projects focusing on assessing preparedness of several select second-tier cities in India, some particularly focusing on tsunami risk and engaging with models and scenarios, assessing the implications of political economy of the decision-making processes. There will be opportunities for the candidate to engage with other cross-sectoral research work, particularly with housing and economic development. Activities and Tasks

Research Assistant: Housing and Informality

Job Description
The Research Assistant – Housing & Informality will be housed in the Academics and Research programme at IIHS. The position will support research and practice on housing at IIHS. Specifically, the Research Assistant position will help anchor research on housing and informality as part of a three-year research project to understand incremental housing, its relationship with formal planning and regulation, and its role in shaping Indian cities. The research requires immersive, long-term ethnographic work in informal settlements in Delhi, Bangalore and Hyderabad, with strong writing outputs at the end. It will offer an opportunity for deeply grounded fieldwork as well as conceptual reflection and writing for the candidate in issues of housing, informality, southern urbanism, and urban and planning theory.

Apart from this primary research, the position is expected to be involved in the full range of activities at IIHS. The candidate will thus also be expected to be part of IIHS’ teaching programmes, its public conferences and convenings, as well as its capacity building programmes through executive education and short courses.
