Consultant/Senior Consultant - Urban Employment

Job Description

The Consultant/Senior Consultant – Urban Employment will join a set of IIHS researchers working on different aspects of urban employment across the proposed Schools of Economic Development and Human Development. S/he will, over the medium term, have an opportunity to build out IIHS’ research, teaching, consulting and training on urban employment, with a focus on informal work, social protection and urban employment generation.

In 2020-21, the first project that the Consultant/Senior Consultant will join and will be expected to manage and lead is a large study of paid and unpaid work within the household, including paid domestic work, in urban Indian megacities. The project involves large scale survey based research in Bengaluru and Chennai. The candidate will also be expected to begin to initiate newer work on the national labour codes, as well as anchor IIHS’ work in discussions, formulations and policy design around urban employment and social protection.

We are particularly interested in candidates whose work has focused on informality and livelihoods, who have an interest in combining research and practice, and who seek to make an impact in policy making and practice around urban employment and social protection. We seek applicants from a wide spectrum of disciplinary and methodological approaches who are interested in being situated in an inter-disciplinary environment and working with colleagues from fields such as economics, public policy, sociology, urban planning, law, finance and development economics.

The position is ideally based in Bengaluru but may be based in Delhi with travel between the two cities. It will involve additional travel and field-work as required.

 

Activities and Tasks

Responsibilities would include, but not be limited to, the following:

  • Anchoring a large survey-based research project on paid and unpaid work within the household, including paid domestic work. This involves being part of a team and managing survey agencies, collating data, anchoring interviews, and then guiding analysis and writing;
  • Developing a new pipeline of research and/or practice projects, writing research grants, pitching for projects, and/or generating new opportunities for policy advisory at the state or national levels;
  • Designing research on various aspects of urban employment, and carrying out the

research as well;

  • Developing teaching materials including case studies, as well as participating in ongoing IIHS teaching and training activities;
  • Involvement with various ongoing IIHS projects on employment such as those focused on the informal food economy, on industrial employment, on the relationship of work to social security and health seeking practices, etc.;
  • Assisting with primary and secondary work as required for these projects;
  • Working on converting insights from these projects into written outputs for a variety of

audiences, such as journal articles, commentary pieces, reports, policy papers and briefs, shorter articles for popular media, etc.;

Person Specification

We are looking for a bright and enthusiastic person with relevant qualifications and work experience, and an interest in being a part of an inter-disciplinary team. The candidate

  • A Master’s or PhD in a relevant field including but not limited to economics, public policy, development economics, sociology, anthropology;
  • A strong track record in either research or practice, working on questions of urban employment;
  • Experience in leading field-based and/or survey-based research projects in Indian urban contexts;
  • At least 8 years of professional experience on any aspect related to urban employment (or 2-4 years of professional experience with a PhD);

Consultant/Senior Consultant - Urban Health Systems

Job Description

IIHS seeks a person to join and help consolidate and extend our urban health systems research and practice portfolio. Within a broad adherence to the social determinants of health approach, we are looking for scholars and practitioners whose work takes a multi-disciplinary approach to the urban health systems, with a focus on primary care. IIHS’ approach to urban health systems focuses on institutional, governance, spatial and community based approaches to urban health systems with a focus on heath’s intersections with informal work, housing, sanitation and urban infrastructures, as well as with the delivery of social protection mechanisms.

 

Current projects reflect this approach and range from the connections between informal work, social protection and health for domestic workers; assessments of urban primary care systems; looking at NCDs (Non- Communicable Diseases) in low income informal settlements; multi-institutional attempts to tackle banner diseases such as dengue in urban areas; the relationships between health, migration and vulnerability in Indian cities; among other research and practice themes.

 

The position seeks a person committed to being part of building a research and practice cluster at IIHS, actively mentoring a young team, and defining strategic priorities for the institution. This shall be in addition to teaching and training in IIHS’ full-time and short-term teaching and urban practitioner (capacity building) programmes.

 

Activities and Tasks

Responsibilities would include, but not be limited to, the following:

  • Supervising current projects, especially on-going ethnographic studies of the role of NCDs in low income settlements in Bengaluru;

Research Associate / Data Analyst - Tamil Nadu Urban Sanitation Support Programme (TNUSSP) and Citywide Inclusive Sanitation (CWIS)

About the TNUSSP

IIHS is leading a consortium of organisations that are working with and supporting the Government of Tamil Nadu (GoTN) in the implementation of urban sanitation, including inclusive sanitation and Fecal Sludge Management (FSM) across the State through the Tamil Nadu Urban Sanitation Support Programme (TNUSSP). The GoTN is focused on scaling up FSM solutions across the State covering 663 Urban Local Bodies (ULBs) and a population of 25 million people. With the support of the Bill and Melinda Gates Foundation (BMGF) a Technical Support Unit (TSU) has been set up to be the comprehensive technical arm for the Department of Municipal Administration and Water Supply (MAWS), and assist in implementation of TNUSSP through state and city level initiatives.

 

The first phase of the programme adopted a two-pronged approach: working in two model urban locations (Trichy city and two Town Panchayats near Coimbatore) to demonstrate transformations on-ground across the sanitation chain, while in parallel, creating an enabling environment, implementing state-wide actions, and scaling up innovations.

About the CWIS project

Trichy has been selected as one of eight cities under the City-Wide Inclusive Sanitation (CWIS) initiative by the Bill and Melinda Gates Foundation. CWIS cities are expected to move towards achieving the Sustainable Development Goal for sanitation to ensure safe, inclusive, and financially sustainable sanitation s90ervices, and serve as global benchmarks.

 

The Trichy CWIS project is guided by the urban local body and delivered by a consortium of partners led by IIHS. While the project aims to improve overall sanitation outcomes in Trichy across the full cycle of sanitation, it also focuses on improvement of service delivery to the urban poor and vulnerable. The project attempts to mainstream sanitation into existing initiatives, showcase innovations and systematically document and share learnings (particularly with a view to enabling replication).

 

Job Description

We are looking for a person who is passionate about the development sector and has a deep interest in working with spatial and non-spatial data. The candidate would be contributing to research on a range of topics with a focus on water and sanitation issues, and involving a variety of tasks including data extraction, analysis and visualisation.

 

The position of Research Associate / Data Analyst could be either a regular position or a contractual project-based engagement for an initial duration of 11 months, renewable on mutual consent. The position will be based out of Chennai, with travel as necessary to other locations in the State and India. The Research Associate / Data Analyst will support across all components of TNUSSP, and work closely with the Governance and Enabling Framework team to deliver specified tasks.

 

Activities and Tasks

Responsibilities would include, but not be limited to, the following:

  • Assisting with primary and secondary research related to the TNUSSP and CWIS projects on a variety of topics including Governance, Inclusion, etc.;

Instructional Designer – Digital Blended Learning

Job Description

Digital Blended Learning is recognised as a strategically important area of future growth at IIHS. The vision for the IIHS Digital Blended Learning programme is ambitious, and involves the creation of a portfolio of Massive Open Online Courses (MOOCs) and other online/blended learning offerings spanning a range of subjects relevant to the study of the Urban, for both domestic and international audiences.

 

The Instructional Designer – Digital Blended Learning will be responsible for designing and developing compelling learning experiences across MOOCs and other online learning courses at IIHS.

 

Activities and Tasks

Responsibilities would include, but not be limited to, the following:

  • Working closely with faculty / subject matter experts both internally and externally, to identify learner requirements, define course goals and learning objectives, create course overview documents and draw up course outlines;
  • Creating engaging learning activities in various forms (videos, text, animation, etc.), course content, and interaction and assessment activities that enhance knowledge retention and application, using proven instructional design theories, methodologies, approaches, and formats;
  • Visualising course flow, user interface, instructional graphics, and the finished product;

Job Description

The Senior Associate – Geospatial Lab shall be housed in the Geospatial Lab at IIHS and support the ongoing research and practice projects at the lab.

 

Activities and Tasks

Responsibilities would include, but not be limited to, the following:

  • Developing methods and automated workflows for processing satellite imagery and other spatial datasets;
  • Developing new machine learning algorithms for land cover and land use classification and estimating population and socio-economic characteristics from satellite imagery and other related datasets;
  • Handling multiple sources of high and medium resolution images of a large geographical area;

Manager - IoT Lab

About the Kengeri Campus

IIHS’ 55-acre mother campus in Kengeri, Bengaluru will consist of academic, research and social infrastructure including student and faculty housing, complemented by the IIHS Bengaluru City Campus, located in North Bengaluru. It will also be India’s first Long-Term Urban Ecological Research (LTUER) site. In time, IIHS is expected to develop a number of additional campuses in other states/cities.

Job Description

The Kengeri campus is designed to be an intelligent campus, digitally enabled to ease data collection, flow and storage of data for learning, research, interaction, collaboration and communication. The university buildings and all the spaces (indoors and outdoors) are monitored for environmental data, and comfort is optimised through a close looped control system. Close looped control systems shall be deployed extensively across the campus for controlling temperature, humidity, light, air quality, power consumption, irrigation for the fields, ordering supplies when a set limit is reached, perimeter sensing, CCTV cameras for surveillance, set up of rooms to suit personal preferences etc. An experimental building is being designed and built to test some of the key features in building material and site management for future deployment.

 

IoT (Internet of Things) systems are also being implemented across the IIHS Bengaluru City Campus (BCC) buildings and the Kengeri campus, along with communication protocols for a real-time sustainability website/dashboard and an IoT lab to calibrate and test different systems. This will become the foundation to a full-blown neural network of IoT systems for the campus.

 

IIHS is looking to hire a Manager – IoT Lab to help manage the IoT technology pragramme for the Kengeri campus. The incumbent will work as a key and integral part of the team that develops cutting edge IoT and ICT technology, to enable the campus.

 

Activities and Tasks

Responsibilities of the Manager – IoT Lab for the Kengeri Campus would include, but not be limited to, the following:

  • Project management of the Campus Operating System (OS) software development and being the focal point between the partners;
  • Guiding, mentoring and managing the IoT Lab and the IoT team under the overall leadership and direction of the CTO;

Lead – Finance & Accounts

Job Description

Reporting to the Chief Financial Officer(CFO), the Lead – Finance & Accounts will be responsible for overseeing all finance, accounting and reporting activities at IIHS. He/she will be involved in supporting presentations to the board’s finance and audit committees and will work closely with the senior leadership team.

 

The position will lead all day-to-day finance operations and supervise a team of staff members. It will hold controller and functional responsibility over accounting, accounts payable, accounts receivable, payroll, and grants administration. The position will also be responsible for ensuring that systems and procedures are in place to support effective programme implementation and conduct flawless audits. The candidate will work closely with Programme leaders and their staff, not only to educate them regarding finance and accounting procedures, but also to explore how the finance function can support their respective programs.

 

Activities and Tasks

The responsibilities would include, but not be limited to, the following:

  • Overseeing all accounts, ledgers, and reporting systems ensuring compliance with appropriate Generally Accepted Accounting Principles (GAAP) standards and regulatory requirements;

Job Description

As part of IIHS’ detailed legal work, we are looking for a candidate to fill the full-time position of Consultant – Legal & Regulation in our Delhi or Bengaluru offices. This is a mid-level leadership position that will potentially involve independent responsibility and individual contribution along with reviewing and supervising the work of younger team members.

 

Activities and Tasks

Responsibilities would include, but not be limited to, the following:

  • Legal Support (primary):
    • Handling legal and regulatory matters;
    • Contract drafting and contract management;
    • Transactional advisory and drafting, preferably with experience of:
          • matters pertaining to the ‘not for profit’ sector;
          • procurement and tendering;
          • construction contracts (Works, Design Build, PPP models);
          • transactional elements of IPR related matters;
    • Ensuring effective and adequate documentation;
    • Institutional process drafting;
    • Handling legal advisory, memos and opinion writing, litigation proceedings and related support as applicable;
    • Undertaking legal and regulatory due diligence
  • Research (secondary):
    • Contributing to research and academic work on aspects of urban law and policy, as relevant to IIHS;
  • Contributing to other IIHS activities including academics, research, training, practice, operations and others;

Structure and Reporting

The Consultant – Legal & Regulation will report to the Head – Legal & Regulation at IIHS and will collaborate effectively with a diverse group of internal teams and external individuals/organisations, and students.

 

Person Specification

We are looking for a knowledgeable, responsible and motivated lawyer with a minimum of Bachelor’s degree in Law and at least 8 years of work experience in relevant areas, including preferably, experience of dealing with legal and regulatory issues in the non-for-profit sector.

 

Other qualifications required for this role, include:

  • Excellent analytical skills and a high degree of proficiency in Microsoft Word and Excel;
  • Excellent communication skills in written English;
  • Good communication skills and fluency in Hindi/Kannada (written and spoken);
  • Ability to undertake rigorous research on contracts, labour law, taxation law, privacy/date protection legislation, case law, institutional structures and relevant legislative matters, with pronounced evidence of strong drafting and transactional skills;
  • Ability to understand law in contexts and propose iterative solutions;
  • Ability to assist with litigation related matters;
  • Ability to work in a highly inter-disciplinary team and under strict and frequent deadlines;
  • Professional experience in dealing with Government agencies/entities;
  • Initiative and independent working, ability to handle tasks with minimal supervision;

Senior Associate - Animator

About the Media Lab

The IIHS Media Lab engages with various aspects of the urban through multiple media practices. The Media Lab is a platform that aids research, teaching and pedagogy inside and outside the classroom. In a rapidly changing complex world, the Media Lab is a repository for audio-visual conversations around the urban involving leading academics and practitioners, who help understand the nature of cities.

 

The IIHS Media Lab is a space where creative expressions on the urban, irrespective of the media form, can be showcased so that multiple ‘ways of seeing’ can lead to a newer and different understanding of cities.

 

Job Description

The Senior Associate – Media Lab will be a regular staff member at IIHS, participating in the diverse aspects of animation work produced by the Media Lab. The position will require not only working with other Media Lab team-members, but also across various teams in the institution, especially the Digital Blended Learning team.

 

Activities and Tasks

Responsibilities would include, but not be limited to, the following:

  • Working on the Massive Online Open Course (MOOC);
  • Working across various projects within the Media Lab and across the institution;
  • Working on the Urban Lens Film Festival which is the flagship event of the Media Lab;
  • Providing support to other IIHS activities including academics, research, operations and other activities;
  • Participating in all activities of Institution-building at IIHS; carrying out tasks as assigned by IIHS; and travel on IIHS work within or outside the country as needed.

Person Specification

Applicants should have:

  • A Bachelor’s or Master’s degree in video animation or should have undergone a certified video animation course;
  • Atleast 6-8 years of work experience in the field – either in an institution or as a freelancer;
  • A show-reel of all the work;
  • In-depth work-experience in 2D and 3D video animation;
  • Working knowledge of Adobe Photoshop and Video graphics;
  • Familiarity in using all the latest animation and graphics software;
  • Working knowledge of video editing software like Adobe Premier Pro and/or Final Cut Pro (any version).
