The Promise of Urban Land Record Reform: Existing State Models

This issue brief examines the evolving landscape of urban land record reform in India, highlighting both the urgency and opportunity for systemic transformation. While rural land records have seen significant modernisation, urban systems remain fragmented, outdated, and insufficient for the needs of citizens and rapidly growing cities. Building on earlier analysis, the brief reviews the national shift marked by the launch of the NAKSHA pilot (2024–25) and analyses pre-existing state models that offer practical pathways for reform. Through examples from Tripura, Tamil Nadu, Goa, Gujarat, and Maharashtra, it identifies diverse approaches to making the urban land adn property information more accessible and uptodate. The brief concludes that reliable, accessible, and frequently updated urban land records are essential for secure tenure, efficient governance, robust city finances, and transparent markets, underscoring the need for citizen-centric reform efforts.
