Barriers to Implementing Artificial Intelligence in Library Services: Insights from Literature and Practice

Artificial Intelligence (AI) is transforming information environments worldwide, but its adoption in libraries remains limited and uneven due to several dilemmas related to its meaning, tools, and techniques. This research explores the key challenges in implementing AI-based services in libraries. Scholarly works published between 2021 and 2025 were thematically analysed using a literature-based review approach to identify barriers to AI implementation. The findings confirm that although AI has become a popular topic in library and information science research, its practical application is still in the early stages. Limited financial support, ethical and privacy concerns, perceptions of library staff, shortage of skilled professionals, and lack of institutional and governmental support are the main barriers identified. Despite these challenges, the study highlights a growing awareness and recognition of the potential of AI to enhance information access, discovery, and service innovation. It argues that successful implementation depends not only on technological advancement but also on intangible factors such as human, organisational, and ethical considerations. The chapter concludes by emphasising the need for policy direction, staff training, and collaborative frameworks to integrate AI responsibly and inclusively into library ecosystems.
