Governance and Implementation Process of In-Situ Slum Redevelopment (ISSR) Projects in the State of Jharkhand

Abstract

Our research and evaluation framework incorporated a combination of methods including secondary literature, recce to the identified sites, along with snowballing and navigating through the housing activists’ networks to critically pick the most crucial aspects to study the AHP/ISSR projects in Ranchi. We find that one of the major drawbacks of the scheme is its unchanged nature and blanket implementation across the country which has varying effects on the place, population and economies that are not always positive or accounted for. While ISSR faces some similar issues like AHP such as vertical development, and prioritization, it also holds some resemblance in terms of the structural issues with previous BSUP and RAY projects that faced the same issues of eviction and then lack of access to livelihoods. We conclude that the aspects such as information, pandemic adjusted procedures, flat/vertical housing culture, prioritization, allotments are factors that need to be closely looked at while rolling out PMAY(U) 2.0
