This report is based on a three month secondary study of land records management in the state of Karnataka. It provides an overview of legal, institutional and procedural challenges involved in the contemporary functioning of India’s Land Records Modernisation (LRM) system based on a review of the existing system in Karnataka. It is hoped that a more comprehensive national picture and a comparative analysis across four study states of Bihar, Haryana, Himachal Pradesh and Karnataka will emerge over duration of the project.
