Roles and Responsibilities of Public and Private Sector Actors in FSM: Case Study of Tamil Nadu

Summary

Strengthening governance mechanisms with adequate systems and resources are a key aspect of ensuring sustainability of sanitation services. This paper provides an understanding of public and private sector responsibilities associated with sanitation service delivery in Tamil Nadu. It highlights the need for new systems, along with the capacitated actors and private sector partnerships, to institutionalise and scale Fecal Sludge Management (FSM) services across Tamil Nadu. Mapping existing sanitation processes revealed the lack of systems for FSM, and constraints in knowledge and staffing, highlighting the need for a wider role for private sector actors in sanitation service delivery.
