Land Records Modernisation: Institutional Interfaces

Abstract
Within each Indian state, analysing the institutional framework governing land records is imperative. The core departments in charge of land records, and responsible for record creation and maintenance are the State level Revenue and Registration Departments. Urban institutions regulating land and its usage are also crucial to this institutional framework. Other Stakeholders which do not administer any control over land, but have an impact on the records, and vice versa include Judiciary, banks and financial institutions. Citizens are the end-users of these land records, and associated controls and services. This policy brief looks at each of these stakeholders that are either directly involved in or linked to land records management, and observes that the coordination of these institutions amongst themselves, and their inter-linkages to others, are important for a comprehensive and seamless records system.
