Abstract

This paper will focus on the economic framework within which housing takes place. An important thing to realize is that even though housing rights and human rights are powerful empowering concepts in today’s South Asia, these are contained within the iron cage of economic viability. This is important to PLAN because, the way in which the housing processes fit into the overall economic context is critical as far as program efficiency and economic viability are concerned.
