The presentation by Swastik Harish was a reflection of his experience working with the government of Karnataka on the Affordable Housing Policy 2016 and the Slum Areas Development Policy 2016 that he had worked on with a team at the Indian Institute for Human Settlements. He started with making the distinction that the ‘state’ is not a homogenous body, but has separate entities dealing with politics, administration and operation. It is within this context that Harish discussed the perceptions, perspectives and approaches of the state towards housing.
