Abstract:

The article makes the argument internationally that sustainable urbanisation and the sharing of mandates, resources and responsibilities between national, city and state governments is a practical mechanism to address the combined challenge of meeting time bound goals to address development, inequality, recurrent disasters and climate change that will only get worse over time.
