The composite set of interrelationships between various institutional structures and actors within metropolitan
areas and regions requires consideration in light of the expansion of urban areas and their population in India. The 74th Amendment to the Indian Constitution sought to empower urban local bodies in order to enable greater efficiency in the management of urban areas. The principal challenge in every jurisdiction remains one of finding an appropriate balance in the broad governance framework, which is effective and coordinated across scale–neighbourhood to metropolitan. This framework needs to take into account political economy considerations to ensure effective democratic decision making that is well coordinated, citizen-centric and sensitive to the needs of the vulnerable and marginal populations.
