Land Record Modernisation: ‘Good Practices’ & ‘Gaps’

Abstract

This Policy Brief lists various ‘good practices’ followed in land records modernisation across national policy framework and in five study states namely Gujarat, Haryana, Himachal Pradesh, Bihar and Karnataka. It also discusses various ‘gaps’ persistent in the sector, which can be improved upon. These are discussed using a five-fold framework of a Comprehensive Land record: Ownership, Possession, Extent, Classification and Encumbrances. Using a tabular format, the policy brief also covers the ‘good practices’ and ‘gaps’ in implementation of different processes (such as registration, mutation, survey, settlement, land acquisition), technological initiatives and legal and institutional aspects.
