Kaye joined the Legal & Regulation Team at IIHS in June, 2012. She works on legal and transactional matters for the institution.
As a Consultant – Legal & Regulation, Kaye works on legal and transactional tasks for the institution. These include legal drafting and vetting of contracts, due diligence, risk management, compliance and legal /regulatory advisory.

The three interelated key reasearch areas that Kaye works on are: Governance: decentralisation vis a vis town planning legislation in India, metropolitan governance, comparative legislative reviews of laws governing cities and land Intellectual Property Rights: Internal IIHS policy, relevance and application in cultural knowledge production and economy Higher Education and its Regulation: Research regulatory developments and reform, assistance in curriculum development
Kaye was a faculty for Urban Fellows Programme 2016-2017 for Governance on land related issues.
Additionally, Kaye has also been part of IIHS Practice projects on Land- the Land Records Modernisation & e-Governance Initiatives (2014-15) which examined land records modernisation efforts in five Indian states of Karnataka, Haryana, Himachal Pradesh, Bihar and Gujarat. The study involved detailed secondary analyses, primary studies and key informant interviews in the in the specific sites of these selected states. Kaye was involved in studying the legal and governance related aspects such as the extent of integration of survey, land records and registration functions in these states, changes in relevant legislation, ease of property transactions, status of modernisation initiatives etc. Kaye has also contributed to the Practice project on Land Records Modernisation Initiatives in Maharashtra (2016-17) and the Land Records and Land Governance project (2017 onwards) focusing on research, training and capacity building around land administration.
